ఈనాడు, హైదరాబాద్: తెలంగాణ రాష్ట్ర పబ్లిక్ సర్వీస్ కమిషన్ (టీఎస్పీఎస్సీ)ను ఏర్పాటు చేస్తూ ప్రభుత్వం ఆగస్టు 8న ఉత్తర్వులు జారీ చేసింది. కమిషన్ వెంటనే అమల్లోకి వస్తుందని గెజిట్ నోటిఫికేషన్ను విడుదల చేసింది. రాజ్యాంగంలోని 320 అధికరణ కింద రాష్ట్రంలో వివిధ కేటగిరిల్లోని ఉద్యోగాలను ప్రత్యక్ష నియామకాల ద్వారా భర్తీ చేసేందుకు కమిషన్ను స్థాపిస్తున్నట్లు పేర్కొంది. రాష్ట్ర విభజన చట్టంలోని 83(2) అధికరణ కింద దీని ఏర్పాటుకు నిర్ణయం తీసుకున్నామని తెలిపింది. కొత్తగా ఏర్పడిన రాష్ట్రాల్లో అతి తక్కువ కాలంలో పబ్లిక్ సర్వీస్ కమిషన్ను ప్రారంభిస్తోంది తెలంగాణలోనే కావడం విశేషం. తెలంగాణ పబ్లిక్ సర్వీస్ ఏర్పాటుకు ప్రభుత్వం నెల రోజులుగా కసరత్తు చేస్తోంది. ఇందు కోసం ప్రభుత్వ ప్రధాన కార్యదర్శి రాజీవ్శర్మ అధ్యక్షతన ఉన్నతస్థాయి కమిటీని ఏర్పాటు చేసింది. ఈ కమిటీ నియమనిబంధనలను రూపొందించింది. జులై 16న మంత్రిమండలి సమావేశంలో కమిషన్ స్థాపనపై నిర్ణయం తీసుకుంది. ఆ వెంటనే గవర్నర్కు దస్త్రాన్ని పంపగా ఆయన ఆమోదం తెలిపారు. ఒక రోజు వ్యవధిలోనే ప్రభుత్వం ఉత్తర్వులు, గెజిట్ నోటిఫికేషన్ను జారీ చేసింది. కమిషన్ స్వరూపం, కార్యదర్శి, ఉద్యోగ నియామకాలపై ఆగస్టు11న ఉత్తర్వులు వెలువడనున్నాయి. కమిషన్కు కేంద్ర ప్రభుత్వం, రాష్ట్రపతి ఆమోదాల తర్వాత ఛైర్మన్, సభ్యుల నియామకాలు జరుగుతాయి. కమిషన్లో ఛైర్మన్తో పాటు అయిదు నుంచి తొమ్మిది మంది సభ్యులను నియమించేందుకు అవకాశం ఉంది.

కమిషన్కు తొలి కార్యదర్శిగా తెలంగాణ ఐఏఎస్ అధికారిని నియమించాలని ప్రభుత్వం భావిస్తోంది. గృహ నిర్మాణ శాఖ కార్యదర్శి బుర్రావెంకటేశం, వరంగల్ కలెక్టర్ కిషన్ పేర్లను పరిశీలిస్తోంది. కమిషన్కు దాదాపు 200 మంది అధికారులు, ఉద్యోగులు అవసరం. ఏపీపీఎస్సీలో ప్రస్తుతం తెలంగాణ ఉద్యోగులు 128 మంది ఉన్నారు. వారిని తెలంగాణ పీఎస్సీకి నియమించడానికి ముందుగా ఏపీ ప్రభుత్వంతో చర్చించాలి. ఆ తర్వాత కేంద్ర ఆమోదం తీసుకోవాలి.

కమిషన్కు సమగ్ర స్వరూపం వచ్చిన తర్వాత ఉద్యోగ నియామకాలకు నోటిఫికేషన్ వెలువడనుంది. ఉమ్మడిరాష్ట్రంలో ఏపీపీఎస్సీ నోటిఫికేషన్ కోసం 42వేల పోస్టులను గుర్తించింది. అందులో 18వేలు తెలంగాణకు చెందినవి. ఇవిగాక మొత్తం మరో 90వేల పోస్టులు తెలంగాణలో ఖాళీగా ఉన్నాయి. సత్వరమే కొన్ని పోస్టులను భర్తీ చేయాలని భావిస్తోంది. ఈ నేపథ్యంలో త్వరలోనే ఉద్యోగాల భర్తీకి కొత్త కమిషన్ ద్వారా నోటిఫికేషన్ రావచ్చని భావిస్తున్నారు.

హైదరాబాద్:మ‌రో ప‌ది రోజుల్లో తెలంగాణ ప‌బ్లిక్ స‌ర్వీస్ (టీపీఎస్సీ) ఏర్పాటు కాబోతుంది. దీనికి సంబంధించిన ద‌స్త్రాన్ని గ‌వ‌ర్నర్ వ‌ద్దకు తీసుకెళ్లడానికి అధికారులు సన్నాహాలు చేస్తున్నారు. గ‌వ‌ర్నర్ ఆమోదం రాగానే ప్రాథ‌మికంగా 20 వేల ఉద్యోగాల భ‌ర్తీకీ తెలంగాణ ప్రభుత్వం ఏర్పాట్లు చేస్తోంది. ఇప్పటికే వివిధ ప్రభుత్వశాఖ‌ల్లోని ఖాళీల వివ‌రాల‌ను అధికారులు సిద్ధం చేసుకున్నారు. టీపీఎస్సీ ఏర్పాటుపై క్యాబినెట్ సమావేశంలో ప్రభుత్వం నిర్ణయం తీసుకున్న సంగతి తెలిసిందే. టీపీఎస్సీ ఏర్పాటుపై క్యాబినెట్‌లో తీసుకున్న నిర్ణయాలతో కూడిన ఫైల్ సాధారణ పరిపాలన శాఖ కార్యదర్శికి చేరింది. దీన్ని ఒకటి రెండు రోజుల్లో గవర్నర్ నరసింహన్ ఆమోదం కోసం పంపనున్నామని సాధారణ పరిపాలన శాఖ కార్యదర్శి బీ వెంకటేశ్వరరావు తెలిపారు. విశ్వసనీయవర్గాల సమాచారం ప్రకారం పదిరోజుల్లోనే టీపీఎస్సీ ఏర్పాటుకు గవర్నర్ ఆమోదం తెలిపే అవకాశాలున్నాయి. గవర్నర్ ఆమోదం తెలిపిన వెంటనే టీపీఎస్సీ ఏర్పాటైనట్లుగా రాష్ట్ర ప్రభుత్వం నుంచి జీవో జారీ అవుతుంది. తర్వాత చైర్మన్‌తో పాటు కనీసం ఇద్దరు, గరిష్ఠంగా ఆరుగురు సభ్యులతో కమిషన్‌ను ఏర్పాటు చేసే అవకాశాలు ఉన్నాయి. టీపీఎస్సీ కార్యదర్శితో పాటు ఇతర ఆఫీసు సిబ్బంది నియామకం వంటిపనులు శరవేగంగా పూర్తిచేసి, వెనువెంటనే ఉద్యోగాల భర్తీకి నోటిఫికేషన్లు ఇవ్వడానికి తెలంగాణ ప్రభుత్వం సన్నాహాలు చేస్తుంది.

The Government Printing Press, formerly “Imprensa Nacional”, is the oldest Institution of the Government dating back to 19th Century. Until 1980, the Press was using the printing technology acquired during pre-liberation times. However, since then, the process of phasing out the old and outdated machinery and its replacement by Offset Printing and Computer System has taken place, enabling the Press to cope up with the manifold increase in the workload that is associated with the increased tempo in developmental activities. The Central Government promulgated the Himachal Pradesh (Courts) Order, 1948 on 15th August, 1948. As per Paragraph 3 of this Order, the Court of Judicial Commissioner was established for Himachal Pradesh and the Court was housed at “Harvingtan” (Kelston area, Bharari, Shimla). It was vested with the powers of a High Court under the Judicial Commissioner’s Court Act, 1950 besides the Court of Judicial Commissioner, two Courts of District and Sessions Judges and 27 subordinate Courts. The Court of Judicial commissioner started functioning on August 15, 1948 and in the same year, two Courts of District and Sessions Judges were also established. The Punjab High Court rules and orders with suitable amendments were made applicable. On April 29, 1967 two more District and Sessions Judges Courts, one for Shimla and other for Kangra were established. However in the year 1966, the Delhi High Court Act was enacted by the Government of India and w.e.f. May 1, 1967, the Central Government of India extended jurisdiction of the said Act to the Union Territory of Himachal Pradesh, replacing the Court of Judicial Commissioner by the Himachal Bench of Delhi High Court, at Shimla and it started functioning in old High Court building known as “Revenswood”. The Court of Judicial commissioner stood abolished with effect from 1st May, 1967 and instead the jurisdiction of the High Court of Delhi was extended to Union Territory of Himachal Pradesh under the Delhi High Court Act, 1966
